Varāha (default speaker within Varāha–Pṛthivī dialogue framework)
It reflects a common Purāṇic and Dharma-śāstra concern with controlled transmission of ritual knowledge, emphasizing initiation, ethical disposition, and teacher–student qualifications in premodern South Asian textual culture.
No geographic location is named in this verse; the content concerns eligibility and ethics of instruction rather than sacred geography.
Ritual teachings are to be restricted to qualified recipients—especially those initiated and devoted to the teacher—and not shared with those deemed unreliable or hostile, framing knowledge transmission as an ethical responsibility.
