evam uktvā hariharau tadā lokapitāmahaḥ | brahmā lokān uvācedaṁ rudrabhāgo 'sya dīyatām || 21.61 ||
Brahmā (Lokapitāmaha)
It reflects a common Purāṇic narrative pattern where Brahmā functions as an arbiter of cosmic roles, illustrating how divine jurisdictions and ritual or cosmic ‘shares’ (bhāga) are conceptually distributed.
No geographic location is explicitly named in this verse; the focus is on cosmic administration and inter-deity allocation.
The verse foregrounds orderly distribution and legitimacy of due share (bhāga) through recognized authority, implying a principle of procedural fairness in governance.
