Outer meaning

Whatever the gods will and govern, that indeed comes to be

Inner meaning

When the higher powers aligned with ṛta (especially Āditya sovereignty) hold the inner government, their will becomes effective reality in the seeker. No ego-force, no vital richness, no worldly capacity can diminish the law of Truth once it is established as the ruling order of the consciousness.

Universal truth

Reality conforms to the deepest law that governs it: when Truth is sovereign, it prevails over circumstance and ego; authentic order cannot be overridden by mere human power.

Themes

Sovereignty of the gods, Inviolability of ṛta, Manifestation, Protection from diminution

Other hymns
Rig Veda 8.28 (context hymn on guardians/Āditya order)

Significance

A seer-statement of ṛta’s invincibility: the mantra teaches surrender to the higher government rather than bargaining with circumstance or ego-power.

Devata
Devas as executors of Ṛta (Āditya sovereignty emphasized)
Epithets
ṛtasya dhartāraḥ (implicit: holders of ṛta), vaśinaḥ (rulers)
Related deities
Varuṇa, Mitra, Aryaman, Bhaga, Indra (as effective power of illumination)

Cosmic role

They establish and maintain the ordinance that makes worlds stable; their will is the law of manifestation.

Inner power

Inner kingship: the capacity to make Truth effective in thought, will, and action.

Where it is used

Affirmation of divine ordinance in the sacrifice; supports the confidence that the rite/inner offering, once rightly aligned, is unassailable.
