ଏହି ଏକ-ଶ୍ଲୋକୀ ତ୍ରିଷ୍ଟୁଭ୍ ସୂକ୍ତରେ ରୁଦ୍ରଙ୍କୁ ସର୍ବବ୍ୟାପୀ ଦିବ୍ୟ ଶକ୍ତି ଭାବେ ଚିହ୍ନଟ କରାଯାଇଛି—ଯିଏ ଅଗ୍ନି (ଅଗ୍ନି), ଜଳ, ଏବଂ ଚିକିତ୍ସାକାରୀ ଔଷଧି ଓ ଲତା-ଗୁଳ୍ମରେ ବିଦ୍ୟମାନ। ସମସ୍ତ ଲୋକକୁ ‘ସୁସଂଗଠିତ’ କରିଥିବା ବିଶ୍ୱ-ନିୟନ୍ତା ଭାବେ ରୁଦ୍ରଙ୍କୁ ସ୍ୱୀକାର କରି ପାଠକ ତାଙ୍କୁ ଶାନ୍ତ କରେ, ଏବଂ ଏହା ଦ୍ୱାରା ଜଳ ଓ ଉଦ୍ଭିଦ-ଔଷଧର ଚିକିତ୍ସାଶକ୍ତିକୁ ନ୍ୟାୟସଙ୍ଗତ ଓ ସକ୍ରିୟ କରେ। ଏହି ମନ୍ତ୍ର ଏକ ଶାନ୍ତି-ସୂତ୍ର ଭାବେ କାମ କରି, ସମ୍ଭାବ୍ୟ ଭୟଙ୍କର ରୁଦ୍ରଙ୍କୁ ପ୍ରାକୃତିକ ମାଧ୍ୟମ ମାଧ୍ୟମରେ କାର୍ଯ୍ୟକରୁଥିବା ଅନ୍ତର୍ନିହିତ ଚିକିତ୍ସକରେ ପରିଣତ କରେ।
