Varāha (default, instructor voice in Varāha–Pṛthivī dialogue framework)
It reflects a common Purāṇic concern with regulated ritual practice and controlled transmission of mantras, indicating an archival layer where authority and correct procedure (vidhi) are emphasized alongside esoteric knowledge (rahasya).
No geographic location is named in this verse; it focuses on ritual materials and the protocol of mantra instruction.
The verse foregrounds responsible transmission: the mantra should be communicated together with its esoteric dimension only after the recipient is given the proper procedural guidelines (vidhāna), stressing orderly, qualified instruction.
