It is used to repel hostile or obstructive forces—especially those that ‘block ascent’—by invoking the Sun’s radiance as a fierce, protective fire-power (Jātavedas).
Because the hymn treats sunlight and fire as one luminous power: Sūrya’s ascent is protected by Agni’s knowing, burning force that can strike down malign beings.
At sunrise while facing east, or before a journey or important task, when one seeks protection and the removal of impediments.
