It is a counter-sorcery protection mantra used to neutralize binding spells (pāśa/jāla imagery) and to crush hostile rivals (sapatna) through Agni’s fiery power and the Vajra’s force.
Iron symbolizes hard, constricting hostile technology—fetters, traps, and binding magic. The mantra names these directly to reverse them: the binder is bound and the net is burned through by haras (fiery might).
They are supportive, not mandatory. A small flame aligns with Agni Jātavedas, and an iron token can serve as a symbolic ‘captured’ binding; the core efficacy in Atharvanic framing is the correctly directed recitation and intent to sever and crush harm.
