คาถาเสน่ห์หลวงบทสั้นนี้ “กั้นล้อม” พระราชาให้อยู่ในอธิปไตยที่มั่นคงไม่หวั่นไหว เพื่อมิให้ราชอาณาจักรเลื่อนหลุดไป และให้ไพร่ฟ้าประชาชนยังคงสมัครใจพร้อมเพรียงอยู่ใต้พระบรมเดชานุภาพ บทสวดนี้ทำให้ความเป็นกษัตริย์มั่นคง โดยตรึงพระราชาไว้ “ดุจภูผา” ยกแบบอย่างตามพระอินทร์ และผนึกพิธีด้วยความมั่นคงแห่งยัญพิธี (ธฺรุวะ) อันได้รับการรับรองโดยโสมและพรหมณัสปติ

राज्ञः संवरणम्। आ त्वा॑हार्षम॒न्तर॑भूर्ध्रु॒वस्ति॒ष्ठावि॑चाचलत्। विश॑स्त्वा॒ सर्वा॑ वाञ्छन्तु॒ मा त्वद् रा॒ष्ट्रमधि॑ भ्रशत्
คาถากั้นคุ้มครองพระราชา. ข้าพเจ้าได้นำท่านมาที่นี่แล้ว; ท่านได้เข้าสู่ภายในแล้ว. จงยืนมั่นคง อย่าได้หวั่นไหว. ขอให้ประชาชนทั้งปวงปรารถนาท่าน; ขออย่าให้ราชอาณาจักรหลุดลอยไปจากท่าน.

ณ ที่นี่เอง ณ ที่นี่เอง ขอท่านจงรุ่งเรือง; อย่าลื่นไถลจากไป. มั่นคงดุจภูผาไม่หวั่นไหว; ดุจอินทรา จงยืนหยัดมั่นคง ณ ที่นี่ และ ณ ที่นี่จงค้ำจุนราชอาณาจักร (rāṣṭra).

इन्द्र॑ ए॒तम॑दीधरत् ध्रु॒वं ध्रु॒वेण॑ ह॒विषा॑ । तस्मै॒ सोमो॒ अधि॑ ब्रवद॒यं च॒ ब्रह्म॑ण॒स्पतिः॑
อินทราทรงทำสิ่งนี้ให้มั่นคง—ให้มั่นคงด้วยเครื่องบูชา (havis) อันมั่นคง. โสมะ (Soma) จึงกล่าวรับรองแก่ท่าน และพรหมณัสปติ (Brahmaṇaspati) เจ้าแห่งมนต์สวด ก็กล่าวรับรองด้วยเช่นกัน.
