บทสวดสั้นในกลุ่มวราตยะนี้วางกรอบภาวะผู้นำเชิงศักดิ์สิทธิ์ให้เป็นแกนที่ประชาชน (วิศ) และสถาบันหลักของรัฐย่อมมารวมตัวและสอดประสานกันโดยธรรมชาติ ด้วยการเอ่ยนามสภาที่ปรึกษา (สภา), สมัชชา (สมิติ), กองทัพ (เสนา) และวีรชน (ศูระ) ว่าเป็นผู้ตาม บทสวดจึงผูกมัดความชอบธรรมทางการเมืองและความยินยอมของพลเมือง–ทหารให้แก่ผู้รับพิธี อานุภาพของมันปรากฏเป็นมนตร์แห่งความรู้: ผู้ที่ “รู้ดังนี้” ย่อมเป็น प्रियं धाम—ที่นั่งอันเป็นที่ยอมรับและโปรดปรานท่ามกลางหมู่คณะเหล่านี้
