Administrative clarity through legal-hermeneutic method (tantrayukti) as a prerequisite for effective rule.
State power depends not only on sound policy but on sound formulation and interpretation: a king’s command must be unambiguous, internally consistent, and legally actionable; therefore, governance requires disciplined hermeneutics (tantrayukti) to prevent misapplication, evasion, and administrative drift.
The chapter culminates in a compact set of interpretive operators: (1) reference-back to earlier matter (purastāt) to maintain continuity; (2) injunction/mandate (niyoga) to mark obligation; (3) option (vikalpa) to permit alternatives without contradiction; (4) conjunction/aggregation (samuccaya) to require combined conditions; (5) implied meaning (ūhya) to supply necessary unstated steps; and (6) transactional safeguards that balance interests of donor and recipient, reducing disputes and opportunism—thereby ‘sealing’ the treatise’s method for turning śāstra into enforceable administration.
Kauṭilya treats governance as an engineered system: legitimacy and effectiveness arise from precise articulation of authority, predictable interpretation, and enforceable procedures. Power is stabilized when commands are structured to be executable by officials, resistant to manipulation, and fair enough in transactions to minimize conflict and litigation.
This chapter maps cleanly onto modern statutory interpretation, regulatory drafting, contract design, and policy implementation: it offers a compact grammar for turning intent into text, and text into consistent administrative action—reducing ambiguity, compliance costs, and discretionary abuse.
