Narrator (default: Varāha-framework narrative voice; specific speaker not explicit in verse)
It preserves a Purāṇic narrative convention in which divine figures collectively offer stuti (formal praise), reflecting the literary style and social memory practices of early Sanskrit textual culture.
No geographic location is named in this verse; it is focused on a narrative moment of praise directed to Skanda as senāpati.
The verse primarily conveys a cultural-literary motif of honoring leadership and valor through measured, respectful speech, rather than presenting a direct prescriptive ethical rule.
