It preserves a Purāṇic narrative formula in which Brahmā issues a directive linking divine actors to a named landscape, reflecting how sacred geography is embedded into classical Sanskrit literature as a cultural memory framework.
The phrase “śailaṃ himodbhavam” indicates the snow-born mountain, conventionally understood as the Himālaya range in South Asian geographical and Purāṇic usage.
The verse emphasizes prompt, orderly action in response to a guiding instruction—an implicit philosophical instruction about timely conduct and coordinated responsibility among agents.
