Book 11.1 treats the saṅgha as a high-value strategic asset or threat: its collective discipline makes it “adhṛṣya” (difficult to assail) and thus superior to ordinary gains from force (daṇḍa) or bilateral friendship (mitra). Kautilya’s pragmatic objective is to convert saṅgha-cohesion into Vijigīṣu-advantage by a two-track policy: (1) co-opt compatible saṅghas through conciliation and inducements; (2) when incompatible, fracture them through calibrated bheda, then finish with daṇḍa. The chapter operationalizes this with covert social engineering: spies identify latent rivalries, seed accusations, provoke quarrels in leisure spaces (schools, guild-arts, gambling, taverns), weaponize status hierarchies (marriage/commensality), and orchestrate nocturnal incidents around disputed property, cattle, or persons. Once a “hīna-pakṣa” (weaker faction) is produced, the king subsidizes it with treasury and force, using it to eliminate the opposing faction. This placement in the Vijigīṣu’s power-structure is classic mandala logic: dissolve federated resistance before it can stabilize as a rival limb (mitra/daṇḍa) for an enemy king.
