It stresses that genuine progress depends on adhikāra—right qualification and discernment—through which the seeker develops bhāva-bhāvanā, the inner cultivation that makes either jñāna (Brahman-orientation) or karma (ritual/action) spiritually effective.
By implying that inner disposition (bhāva) must be consciously cultivated; in bhakti too, devotion becomes fruitful when the practitioner has proper eligibility and nurtures the right भाव (reverence, surrender, steadiness), not merely external practice.
The verse points to the Vedic principle of adhikāra (competence/eligibility) that governs correct application of karma-kāṇḍa and higher teaching—an interpretive rule used in śāstra study (including Mīmāṃsā-style reasoning) to match practices to the seeker’s capacity.
