Ṛṣayaḥ (Sages)
It reflects a common Purāṇic literary strategy: framing doctrinal plurality and competing teachings through a dialogue that asks why distinct śāstras arise, thereby situating the text within broader Sanskrit debates on authority and interpretation.
No geographic location is named in this verse; the focus is on the rationale for composing a distinct śāstra.
The verse models critical inquiry: it presents sages questioning the purpose and motive behind teachings, emphasizing discernment and accountable explanation rather than unexamined acceptance.
