purā saṃsraṣṭukāmo'haṃ nāgānāṃ navamaṃ kulam | tadbhaviṣyati tvatpārśvātsamaryādaṃ dharātale
«Autrefois, désirant faire naître une neuvième lignée de Nāgas, j’ai ordonné ceci : de ton côté elle surgira sur la terre, établie avec justes bornes et ordre.»

The verse speaks of earthly establishment; the localized sacred site is named later as Hāṭakeśvara-kṣetra.
