Devāḥ (the gods)
Tirtha: Dharmāraṇya (implied) liṅga-sthāna
Type: kshetra
Scene: A circle of devas, hands folded, stand before a radiant Śiva-liṅga; from the liṅga emerges an unseen, luminous voice-wave, calming yet commanding, while the cosmos seems strained by an unseen ‘swelling increase’.
Cosmic welfare (lokānāṃ svasti) is upheld when divine power is approached with humility and prayer, and when disorder is resolved through dharmic means.
Dharmāraṇya is the sacred setting; the verse introduces a liṅga-event that becomes tied to local sacred geography later in the passage.
No direct ritual is prescribed here; the act is a supplication to the Lord to restrain a dangerous increase.
