Shloka 4.29.17
हनूमता सुग्रीवस्य कालधर्मोपदेशः — Hanuman’s Counsel on Timely Ally-Duty
न च कालमतीतं ते निवेदयति कालवित्।त्वरमाणोऽपि सन्प्राज्ञस्तव राजन्वशानुगः।।
na ca kālam atītaṃ te nivedayati kālavit |
tvaramāṇo 'pi san prājñas tava rājan vaśānugaḥ ||
And a wise man who understands time will not even tell you that the proper moment has been exceeded—though he may be in haste—because, O king, he remains under your authority.
'O king! a wise man (like Rama) who is aware of timely action would not tell you even if it is unduly delayed, even when he is in a hurry to get the work done, since he is staying in your kingdom (since he is dependant on you).
Those in a dependent position may restrain their complaint even when wronged by delay; therefore the powerful bear greater dharmic responsibility to act rightly without needing to be pressed.
Sugriva is warned that Rama may not openly accuse him of delay due to propriety and dependence, but the delay still remains a serious breach.
Forbearance and decorum in the dependent (Rama implied), and the implied duty of the ruler to be self-correcting.
