Śiva (explicitly first-person and addressing Devī)
Tirtha: Prabhāsa-kṣetra
Type: kshetra
Listener: Devī
Scene: The newly arisen fierce being, hungry and urgent, addresses Śiva; Śiva responds with composed authority, preparing to grant a boon that will both empower and restrain.
Divine compassion and governance convert raw power and hunger into regulated, dharma-aligned function through boons and boundaries.
Prabhāsakṣetra, as the māhātmya’s setting for Śiva’s ordering of powers connected to the kṣetra.
None; the verse introduces a boon that is detailed in the next verse.
