统摄诸牟尼与天界光明的伽那(Gaṇa),唯随彼之意志而行。复次,太阳在彼所安立与摄持之下,守其轨道,承其所授之职分,安住于所命定之位。

It frames Linga worship as devotion to the Pati (Śiva) who upholds cosmic order—showing that even the Sun’s function is established by Him; the Linga thus symbolizes the supreme regulator beyond all luminaries.
Śiva-tattva is presented as sovereign governance (adhiṣṭhāna) and will (manas/saṅkalpa): all celestial motion proceeds because the Lord presides, while the Pashu (individual soul) is not the ultimate controller.
A Pāśupata-oriented contemplative practice is implied: meditate that all movements—breath, mind, and the sun’s course—are sustained by Śiva’s icchā-śakti, dissolving the sense of separate agency (pāśa) in the Pati.
