The Birth of Gaṇapati, the Emergence of the Vināyakas, and the Significance of the Fourth Lunar Day
sanmārgavartiṣu yathā siddhyante vighnataḥ kriyāḥ | asatkāriṣu sarveṣu tadvadevam avighnataḥ || 23.3 ||

It reflects a common Purāṇic concern with dharma-ācāra—how right conduct and disciplined practice are framed as effective even under adverse conditions—illustrating the didactic style of Purāṇic literature.
No specific geographic location is named in this verse; it is framed as a general ethical and practical maxim rather than a sacred-geography notice.
The verse contrasts alignment with the “right path” (sanmārga) and the absence of proper regard (asatkāra), emphasizing that the disposition and conduct of agents are central to the success and character of actions.
