It states that Vedic-style study/recitation should be suspended during Aṣṭakā-type observances and when strong winds are blowing.
It says the anadhyāya restriction does not apply to the ancillary disciplines (aṅgas) and does not apply to recitation/study of the Itihāsas and Purāṇas.
It emphasizes disciplined, context-sensitive sacred study—observing ritual propriety for Vedic recitation while still allowing continued engagement with devotional and narrative scriptures like the Itihāsas and Purāṇas.
