वक्ष्ये तदद्य ते ब्रह्मन्न देयं यस्य कस्यचित् । देयं शिष्याय शान्ताय शिवभक्तियुताय वै
vakṣye tadadya te brahmanna deyaṃ yasya kasyacit | deyaṃ śiṣyāya śāntāya śivabhaktiyutāya vai
O Brahmā, sa araw na ito ay ipahahayag ko sa iyo ang aral na iyon. Hindi ito dapat ibigay kaninuman; dapat lamang ipamana sa alagad na payapa, may pagpipigil-sa-sarili, at tunay na puspos ng debosyon kay Śiva.

It establishes adhikāra (spiritual eligibility): Śiva’s highest instruction must be transmitted through the guru–śiṣya lineage only to one who is शांत (self-controlled) and firmly rooted in Śiva-bhakti, ensuring the teaching becomes a means to liberation rather than mere information.
Linga/Saguna-Śiva worship is not merely external ritual; it requires inner calm and devotion. The verse frames Shiva-upāsanā as an initiated, disciplined path where the forms and rites are effective when received properly and practiced with bhakti and restraint.
It implies mantra-upadeśa and disciplined sādhana under a guru—especially Śiva-mantra japa (such as the pañcākṣarī, “Om Namaḥ Śivāya”) practiced with mental peace, ethical restraint, and steady devotion.
