It praises the Divine Mother as Shiva’s beloved Shakti who manifests and pervades the universe in countless modes; devotion to Her is presented as devotion to the cosmic power that leads the soul (paśu) toward Shiva (Pati) and liberation.
In Shaiva Siddhanta, the Linga signifies Shiva as Pati, while Shakti is His inseparable power; this verse honors that unity by praising the Goddess as adored by the devas and as the expansive cosmic presence supporting Saguna worship.
Recite this salutation as a stotra during Shiva–Shakti pūjā (especially on Mondays or Mahāśivarātri), aligning the mind with the truth that the Divine pervades all forms; it pairs naturally with japa of “Om Namaḥ Śivāya” and reverent worship with bilva leaves and sacred ash (tripuṇḍra).
