āśāṃ kālavattīṃ kuryāt kālaṃ vighnena yojayet | vighnaṃ nimittato brūyān nimittaṃ vāpi hetutaḥ ||

Educational Q&A

The verse teaches a tactic of control through postponement: offer hope, delay fulfillment, create obstacles at the moment of delivery, and justify the delay with plausible reasons and supporting arguments. It exemplifies pragmatic nīti that can conflict with dharma because it relies on manipulation rather than straightforward conduct.

Kaṇika is speaking as a counselor, laying out methods of political or interpersonal strategy. Here he recommends managing others by keeping promises perpetually pending—extending timelines through engineered impediments and rationalized excuses.
