दंडः परशुकुद्दाल वालव्य जनराजिषु । आतपत्रेषु नान्यत्र क्वचित्क्रोधापराधजः
daṃḍaḥ paraśukuddāla vālavya janarājiṣu | ātapatreṣu nānyatra kvacitkrodhāparādhajaḥ
மக்கள் கூட்டங்களில் தண்டம் என்பது கோடரி, மண்வெட்டி போன்ற கரடுமுரடான கருவிகளாகவே இருந்து; பதவியின் குடை தவிர எங்கும் கோபமும் குற்றமும் விளைத்த தண்டனைகளே காணப்படும் இடத்தில்—தர்மம் வாடிவிடுகிறது।
