Adhyaya 80 — Vaivasvata Manvantara: Enumeration of Manus and the Eighth Manu Sāvarṇi
bhaviṣyāś ca bhaviṣyanti sāvarṇasyāntare manoḥ / teṣām indro bhaviṣyas tu balir vairocanir mune
Purāṇas distinguish between ‘species’ (deva/daitya) and ‘office’ (Indra). The post of Indra can be held by one who has accumulated merit and is appointed by cosmic law—emphasizing karma and duty over mere label.
Manvantara: naming the future Indra for a given Manu is a canonical manvantara detail.
Bali as Indra symbolizes the cyclic balancing of power: forces once opposed to the devas can, through tapas/merit and divine ordinance, become instruments of order in another cycle.
