It situates Shiva’s Purāṇic teaching within an ordered cosmos: mapping dvīpas and mountains supports tīrtha-orientation and dharmic living, which culminates in Shiva-pūjā and devotion to Pati (Shiva) as the cosmic ground.
Indirectly: by presenting a structured creation, it implies an intelligible cosmic order upheld by the Supreme Pati—Shiva—within which pashus (souls) act and seek release from pāśa (bondage).
No specific pūjā-vidhi or Pāśupata-yoga step is stated; the verse functions as cosmographic context that later supports tīrtha, vrata, and Shiva-upāsanā practices described in the Purāṇa.
