Agnikārya and Homa Procedure
ब्रह्मविष्णुशिवेशानां लोकेशानां तथैव च । तदस्त्राणां च परितः कृत्वा पूजां यथाक्रमम्
brahmaviṣṇuśiveśānāṃ lokeśānāṃ tathaiva ca | tadastrāṇāṃ ca paritaḥ kṛtvā pūjāṃ yathākramam
Então, na devida ordem, deve-se realizar a adoração—de Brahmā, Viṣṇu, Śiva e Īśāna; também dos Lokapālas (guardiões dos mundos); e ainda de suas armas divinas—fazendo as oferendas ao redor segundo a sequência prescrita.

It teaches disciplined, orderly worship: honoring cosmic functions (creation, preservation, dissolution and lordship) and the guardians of space, while ultimately aligning the mind toward the Supreme Pati—Śiva—through reverent sequence and completeness.
In Linga/Saguṇa-Śiva worship, surrounding deities and directional guardians are often offered respects as part of the ritual enclosure; this supports focused devotion to Śiva at the center while acknowledging the divine order that operates through His powers.
It implies a systematic pūjā-krama: making offerings in the proper sequence, performing circumambulation/offerings “all around,” and mentally placing the Lokapālas and divine powers as protective mandala—supportive of mantra-japa such as the Panchākṣarī (Om Namaḥ Śivāya) during Śiva-pūjā.
