ଯେଉଁଠି ଲୋକସମୂହରେ ଦଣ୍ଡ ମାନେ କେବଳ କୁହାଡ଼ି, କୁଦାଳ ପରି ରୁକ୍ଷ ଉପକରଣ; ଏବଂ ପଦମର୍ଯ୍ୟାଦାର ଛତ୍ର ଛଡ଼ା ସବୁଠି କ୍ରୋଧ ଓ ଅପରାଧଜନିତ ଦଣ୍ଡ ମାତ୍ର ଦେଖାଯାଏ—ସେଠାରେ ଧର୍ମ କ୍ଷୀଣ ହୁଏ।
