This verse is a bhakti-filled salutation that recognizes Śiva as Pati—the supreme Lord—who rules the gaṇas and the three worlds; meditating on Him as Sarveśvara steadies devotion and orients the soul (paśu) toward liberation through His grace.
The epithets “Vṛṣāṅka” and “Trilokapati” praise Śiva in His accessible, saguna aspect—worthy of ritual worship (pūjā) and linga-arcana—while affirming His universal sovereignty as the inner Lord of all.
Use the verse as a daily namaskāra-mantra before linga-pūjā: offer water and bilva, apply tripuṇḍra (bhasma), and repeat the salutations with japa of “Om Namaḥ Śivāya,” contemplating Śiva as Sarveśvara and Trilokapati.
