It marks a structured, śāstric classification within the technical teachings of Book 1.3, identifying “Nityaklinnā” as a distinct fourth division and naming “Haṁsa” as its first subtype—showing how Vedic sciences organize subtle qualities and functions.
Direct bhakti practice is not the primary focus here; the verse belongs to a technical/vidyā-oriented section. Indirectly, it supports bhakti by systematizing disciplined knowledge (vidyā) that traditionally aids correct ritual and contemplative practice.
A technical taxonomy is being taught—naming a category (Nityaklinnā) and its first member (Haṁsa) with defining attributes (burning fire, independence). This reflects the Vedāṅga-style method of precise definition and classification used in śāstric instruction.
