ईश्वर उवाच । यस्त्वया पृछ्यते भद्रे योगः पाशुपतो महान् । तेषां चैव प्रभावो यस्तथा लिंगस्य सुव्रते
īśvara uvāca | yastvayā pṛchyate bhadre yogaḥ pāśupato mahān | teṣāṃ caiva prabhāvo yastathā liṃgasya suvrate
Īśvara bersabda: “Wahai yang membawa keberkatan, disiplin Pāśupata yang agung yang engkau tanyakan—serta pengaruh para bhakta itu, dan juga keagungan Liṅga tersebut—akan Aku jelaskan, wahai engkau yang ber-vrata mulia.”

Scene: Īśvara begins his discourse: he acknowledges the question and promises to explain the great Pāśupata discipline, the devotees’ power, and the liṅga’s majesty—teacherly posture, attentive listener, sanctum glow.
The Purāṇa frames holy-place glory together with disciplined practice: tīrtha-māhātmya and vrata-yoga reinforce each other.
