Skanda Purana — Brahma Khanda, Shloka 27

द्विजाः सर्वे ततो राजन्वणिजश्च महायशाः । एकत्र मिलिताः सर्वे वक्तुं मंत्रं यथोचितम्

dvijāḥ sarve tato rājanvaṇijaśca mahāyaśāḥ | ekatra militāḥ sarve vaktuṃ maṃtraṃ yathocitam

Kemudian, wahai Raja, semua dwija (para brāhmaṇa) dan para pedagang yang masyhur berhimpun di satu tempat, untuk bermusyawarah dan menyampaikan nasihat yang wajar sebagaimana sepatutnya.
