It highlights that subtle, mind-born power is “higher in quality” than merely external force, because the mind is the primary field where bondage (pāśa) is formed and where release is realized under Pati (Lord Shiva).
In Shaiva practice, Linga-worship trains attention and steadies the mind; this verse aligns with that aim by describing capacities of restraint and release—inner governance that culminates in turning the mind toward Shiva (Saguna) and ultimately toward His transcendent freedom.
Mind-discipline through japa of the Panchakshara (“Om Namaḥ Śivāya”) and dhyāna on Shiva/Linga—using restraint (bandhana) for harmful impulses and release (mocana) into devotion and clarity.
