It situates Shiva’s Purana within an ordered cosmos—realms and lineages are arranged under dharma, preparing the ground for proper Shiva-puja and Linga installation according to place, lineage, and sacred geography.
Indirectly: by showing a structured bestowal of regions, it reflects Shiva as Pati—the supreme governor whose cosmic order (niyati) supports the worlds where pashus live and seek release from pasha through Shaiva dharma.
No specific rite is prescribed in this verse; it functions as cosmographic context, implying that Shiva-puja and Pashupata discipline are practiced within a divinely ordered world and its dharmic jurisdictions.
