Lord Shiva (teaching Dharma and meritorious acts within the Umāsaṃhitā discourse)
Tattva Level: pashu
Shiva Form: Mahādeva
Sthala Purana: Not a specific Jyotirliṅga episode; the verse teaches dharmic public welfare (udaka-dāna) as Śiva-priya karma that yields puṇya and joy.
Significance: Encourages tīrtha-like merit through creating accessible water and rest for travelers—an act treated as ongoing charity (nitya-dāna).
Role: nurturing
It teaches Shaiva dharma through compassionate seva: providing water and rest to beings is a sattvic act that purifies the pashu (individual soul) and aligns one with Pati (Shiva) through selfless welfare.
In Saguna Shiva worship, devotion is expressed not only in pūjā but also in Shiva-pleasing service to living beings; creating water facilities supports pilgrims and worshippers, extending Linga-worship into daily dharma.
A practical vow of seva is implied: establish a water-shelter or traveler rest spot as an offering to Shiva, while maintaining devotional remembrance (e.g., japa of Om Namaḥ Śivāya) during the act.
