Praise of Water-Gift and the Construction of Wells and Tanks
iha loke pare vāpi satyaṃ satyaṃ na saṃśayaḥ | tasmādvāpīśca kūpāṃśca taḍāgānkārayennaraḥ

The verse affirms that the fruit of dharmic public welfare is certain in both this life and the next; providing water is a high form of punya because it sustains living beings, aligning the devotee with Shiva as Pati—the compassionate Lord of all.
In Shaiva understanding, worship is not only ritual at the Linga but also seva to Shiva’s creation; building water sources becomes an outward expression of devotion to Saguna Shiva, honoring Him as the indwelling presence in all beings.
A practical dharmic observance is suggested: perform dana through constructing or maintaining wells/ponds, ideally dedicating the act to Shiva with simple japa of the Panchakshara (Om Namaḥ Śivāya) and a sankalpa for loka-hita (welfare of all).
