उत्कलेति समाख्यातः स्वर्गमोक्षप्रदायकः । समुद्रादुत्तरं तावद्यावद्विरजमंडलम् ॥ ८ ॥
utkaleti samākhyātaḥ svargamokṣapradāyakaḥ | samudrāduttaraṃ tāvadyāvadvirajamaṃḍalam || 8 ||
តំបន់នោះមាននាមថា «ឧត្កល» ជាអ្នកប្រទានទាំងសួគ៌ និងមោក្សៈ។ វាលាតសន្ធឹងពីសមុទ្រឡើងទៅខាងជើង រហូតដល់ វិរាជមណ្ឌល។

It defines Utkala as a highly meritorious sacred region (puṇya-kṣetra) whose pilgrimage is said to yield both worldly reward (svarga) and the highest goal (mokṣa), marking it as a tirtha-mahātmya teaching.
By presenting Utkala as svarga–mokṣa-pradāyaka, the verse supports the Purāṇic bhakti framework where visiting and honoring holy places connected with divine presence and worship becomes a practical expression of devotion leading toward liberation.
