Dhṛtarāṣṭra’s Collapse and Vyāsa’s Counsel
O blessed one, there is no doubt: this was already conveyed earlier by Nārada—presented in the assembly to Yudhiṣṭhira at the time of the Rājasūya sacrifice. Vyāsa recalls that the matter now being discussed is not new, but had been formally reported before, underscoring the weight of prior counsel and the moral responsibility to heed it.

The verse emphasizes the authority of prior counsel and testimony: what is being stated now had already been formally communicated earlier by a revered sage. Ethically, it implies that leaders bear responsibility to remember and act upon wise warnings given in public, especially in matters affecting the realm.
Vyāsa addresses the listener and notes that Nārada had previously presented this information to Yudhiṣṭhira in the royal assembly during the Rājasūya sacrifice, indicating continuity of the account and reinforcing its credibility.
