The Hierarchy of the Trimūrti and the Manifestation of the Goddess Trikalā
evamuktā tadā tena sṛṣṭiḥ sā kamalekṣaṇā | tasya hy aṅke layaṃ prāptā sā devī padmalocanā | tasmād ārabhya kālāt tu brāhmī sṛṣṭir vyavarddhata ||
Varāha (default framework; speaker not explicitly marked in this verse-fragment)
It preserves a standard Purāṇic cosmological motif: creation (sṛṣṭi) alternates with dissolution (laya), reflecting cyclical time and layered cosmogony attributed to Brahmā.
No geographic location is specified in this verse; the focus is cosmological rather than topographical.
Rather than a direct ethical rule, the verse conveys a philosophical principle: worlds and beings are contingent, periodically absorbed and re-manifested.
