Eulogy of the Merits (Phalaśruti) of the Dharāṇī-Varāha Dialogue
sarveṣām eva tīrthānām eṣāṁ phalaviniścayam || kuru rājyaṁ puraskṛtya munīnāṁ purato vane ||
Brahmā (contextual continuation from prior explicit brahmovāca)
It connects tīrtha valuation (phala) with public authority (rājya) and learned deliberation (muni-sabha), suggesting an interface between sacred geography and social order in Purāṇic imagination.
A forest setting (vana) is mentioned as the venue for deliberation; it is not a uniquely named site in this verse.
It implies that decisions about public religious-cultural goods (tīrtha benefits) should be made transparently, in the presence of learned counsel, with responsibility toward governance.
