Type: kshetra
Listener: Kāla (and by extension the audience of sages)
Scene: A didactic moment: the king acknowledges Kāla as the most worship-worthy regulator; sages/wise beings are shown turning toward Parameśvara in different devotional moods, all intent on the Self’s true mark.
Awareness of Kāla (mortality) awakens śaraṇāgati—taking refuge in Parameśvara through sincere inner transformation.
Kedārakhaṇḍa’s sacred milieu, where refuge in Śiva is presented as the heart of the Kedāra Mahātmya.
No explicit ritual; the verse highlights inner bhāva (devotional disposition) and refuge in Śiva.
