Sūta (Lomaharṣaṇa) to the sages (deduced)
Scene: A pilgrim assembly near a shrine: cows and brāhmaṇas are honored; a maiden is respectfully escorted; an ascetic meditates undisturbed while a wrongdoer is shown being restrained from interfering.
Do not create discord or obstacles for the protected and the pious; dharma favors protection, service, and social harmony.
No particular tīrtha is named; the verse gives general dharma supporting pilgrimage culture.
It prescribes ethical restraint—avoid obstructing or harming the affairs of brāhmaṇas, ascetics, and dependents.
