sarvānkeśānsamuddhṛtya cchedayedaṃguladvayam | evameva tu nārīṇāṃ śiraso muṃḍanaṃ bhavet

Kāśī is the setting; the verse contributes to Kāśī’s dharma-centered sanctity by defining proper rites.
For women, instead of full shaving, only a small measure—two finger-breadths—of hair is to be cut.
