It points to the ordered, multi-layered approach to Śiva-upāsanā (threefold, fourfold, fivefold arrangements), emphasizing that true worship honors not only Śiva as Pati (the Lord) but also His sacred retinue and the cosmic order surrounding Him.
The mention of the “fourth enclosure” reflects āvaraṇa-pūjā—worship in concentric layers around the central deity/Śiva-liṅga—where Saguna Śiva is adored in a structured ritual sequence, acknowledging His manifest presence along with His gaṇas.
It suggests āvaraṇa-pūjā (enclosure-based worship): perform worship step-by-step through the ritual “enclosures,” offering devotion to Śiva and then honoring His gaṇas as part of a complete, disciplined pūjā.
