It emphasizes that Shaiva worship is both devotional and disciplined: sacred items/mantras are to be arranged in an ordered way and honored with “namaḥ,” cultivating humility and steady focus on Pati (Shiva) as the liberating Lord.
By prescribing orderly pūjā with salutations and bīja-forms, it supports Saguna upāsanā—worship of Shiva through mantra and ritual form—so the mind becomes fit to realize Shiva’s higher, transcendent nature.
Stringing and arranging the prescribed mantra-identified elements (e.g., for japa/archana) and worshipping them with repeated “namaḥ,” or performing the same worship through bīja-mantra recitation in the stated sequence.
