It teaches that Śiva-mantra is not merely sound but Śiva’s own power (śivātmikā ājñā), and that mantra-upadeśa becomes spiritually effective when transmitted with proper worship, authorization, and grace through the guru-disciple lineage.
The verse places worship first—approaching Śiva as the accessible Lord (Saguna, worshipped as Liṅga or personal deity)—and then proceeds to mantra transmission, showing that devotion and ritual reverence prepare the disciple to receive Śiva’s inner presence through the mantra.
It points to mantra-dīkṣā: after Śiva-pūjā and receiving Śaiva authorization, the guru gives the Śiva-mantra privately into the disciple’s ear, after which the disciple undertakes steady japa and meditation on Śiva for purification and liberation.
