Sutra 15
स्वचक्रपीडनं प्रकृतिपुरुषमुख्योपग्रहविघाताभ्यां शक्यते वारयितुमेकदेशं वा पीडयति सर्वदेशपीडनं तु परचक्रं विलोपघातदाहविध्वंसनापवाहनैः पीडयतीति ॥ कZ_०८.४.१५ ॥
svacakrapīḍanaṃ prakṛtipuruṣamukhyopagrahavighātābhyāṃ śakyate vārayitum; ekadeśaṃ vā pīḍayati; sarvadeśapīḍanaṃ tu paracakraṃ vilopaghātadāhavidhvaṃsanāpavāhanaiḥ pīḍayatīti
La pression causée par son propre pouvoir peut être contenue en empêchant qu’il soit porté atteinte aux éléments clés et aux principaux officiers, et en bloquant les « auxiliaires »/attachements nuisibles ; elle peut ne frapper qu’une partie du pays. La pression extérieure, en revanche, frappe tout le pays par le pillage, le meurtre, l’incendie, la destruction et l’enlèvement (des personnes et des biens).
