This verse identifies Vāsudeva (Vishnu/Govinda) as Para Brahman—the highest reality—showing that the ultimate absolute is personal and sovereign, not merely an impersonal principle.
Parāśara presents Brahman as established in the Ātman and simultaneously present as the sustaining support within all beings, emphasizing both inner indwelling and cosmic pervasion.
Vishnu (Govinda/Vāsudeva) is portrayed as the transcendent Supreme who also upholds the universe from within every creature, a key foundation for later Vaishnava Vedanta (including Vishishtadvaita and Dvaita readings).
